Jardin Matheson did make a point of stating that the distillery only operates in connection with the Sugar Refinery.
Secondly, the last paragraph of this despatch is (perhaps unintentional) simply a hint to the Secretary of State to point out to Sir John Hennessey that, while no complaint coming home from the Colony to the Secretary of State can be considered by him until the Governor has reported on it, there is nothing in the Colonial Regulations to prevent a Colonist furnishing the Secretary of State direct with a copy of the communication he has sent to the Governor.
